Is the 5% VAT rate applicable to the purchase of an apartment by a foreign citizen?

According to the fiscal authorities, the law does not restrict foreign citizens’ rights to benefit from the 5% VAT rate when purchasing an apartment. The same criteria apply to foreign citizens as to Romanian citizens regarding benefiting from the use of the reduced VAT rate.
